2021 Grand List Filing Requirement Updates
Filing Period for all homeowners tax benefit programs run
February 1 thru May 15th
Tax credit is based upon income.
Required proof of income:
1. Federal Tax Return
2. 1099 Social Security Statement

State of Connecticut
Elderly & Total Disabled Persons Tax Relief Program
Tax credits are based on a graduated income scale. To qualify, Applicants must be 65 or totally disabled and a resident of CT for at least 1 year. Proof of annual income, including Social Security benefits is required. Qualifying property owners must apply bi-annually. Annual income cannot exceed $38,100 for unmarried, $46,400 for married.
Town Of Monroe - Option A
Elderly & Total Disabled Persons Tax Relief Program
Tax credits are based on a graduated income scale. To qualify, Applicants must be 65 or totally disabled and a resident of Monroe for at least one year proceeding October 1. Owner must occupy residence for at least 183 days out of the year. Proof of annual income, including Social Security benefits is required. Qualifying income must not exceed $60,000 per household whether single or married.
Town Of Monroe - Option B
Tax Deferral Program
Residents who meet the criteria for Option A may enter into an agreement with the town and defer up to 75% of tax per year. Tax deferred shall be subject to an interest equal to 3% per annum, accrued monthly and compounded annually until fully paid. Property owners may not defer taxes more than 70% of current assessed value (49% of market value). Taxes deferred including accumulate interest shall be due and payable upon transfer or conveyance of title. Applicants must file annually.
State of Connecticut
Renters Rebate Program
Applicants must file annually between April 1 and October 1. The applicant or the spouse must be 65 years of age or older or be 100% disabled (per Social Security) and have lived in Connecticut for one year. Thirty-five percent of applicant’s annual rent must exceed 5% of the applicant’s annual income. Annual income cannot exceed $38,100 for unmarried, $46,400 for married. A federal income tax form must be provided along with SSA 1099s. In addition, rent and utility payments made in the previous calendar year must be provided
